Getting Started with the eBilling Portal
NLACRC uses the California Department of Developmental Services (DDS) eBilling portal for all vendor payments. This system lets you submit invoices and track payments online.
Portal Access
The eBilling portal is at https://ebilling.dds.ca.gov:8378/login
You need a username and password to access the system. Access is password protected for security.
System Requirements
The eBilling portal works best with Google Chrome. Download Chrome before you start if you don't have it installed.
First Time Setup
- Complete the enrollment form provided by NLACRC. This form serves as a binding agreement between you and the regional center.
- Submit your enrollment form to the accounting department.
- Wait for your username and password. NLACRC will send these credentials after processing your enrollment.
- Visit the portal login page at https://ebilling.dds.ca.gov:8378/login
- Enter your username and password.
- Follow the on-screen instructions to complete your profile setup.
Setting Up Direct Deposit
NLACRC offers electronic funds transfer (EFT) for faster payment. Complete a separate EFT application to have funds deposited directly into your bank account.
Payment Schedule
NLACRC processes vendor payments twice per month:
First payment run: 10th and 11th of each month for invoices submitted by the 4th
Additional payments: Every Thursday for invoices submitted after the 4th
Direct deposit payments arrive the next business day. Mailed checks go out on payment processing days.
Important Billing Deadlines
Submit all invoices from a fiscal year by the published deadline. For fiscal year 2022-2023 (July 1, 2022 through June 30, 2023), the final deadline is February 6, 2025.
Password Reset
If you forget your password, contact the accounting department. Provide your username, vendor name, and vendor number.
Email encryption: All NLACRC emails are encrypted per HIPAA requirements. You will receive instructions on opening encrypted emails when NLACRC sends one to you.
Billing Questions
Contact your assigned accounting staff member based on your vendor name's alphabetical placement. See the "How to Contact the Right Staff Member" article for the complete directory.
Technical Support
If the eBilling system is down or not working properly, contact the accounting department during business hours.
